GO Analysis environment upgrade

We have made a major update to the GO Analysis environment, with an upgrade to Python 3.8. The major changes are:
- Python 3.7 -> 3.8
- Jupyterlab 2.1.1 -> 2.2.9
- Plotly 4.10 -> 4.14
- Pandas 1.1.2 -> 1.1.5
